Have I reach Puberty or should I wait?

I am 13 years old and 1 month, I have pubic hair and underarm hair, I have a slight deep voice. but sadly, I am only 5'1.5 and in the weight of 105 lbs. my friend is like 5'6-5'7, he has a deep voice, but only 12 years old. my other friend who was born about march 1999, stands about 5'8 but have a developing voice. my other friend who is 11 years old, stands 5'3.5 and also have a developing voice. I am sad, I am short. have I reached puberty? have I stunted my growth for lifting a not much heavy weights for 1 week, not consecutive? am I still queuing for puberty? parents are 5'4 and 5'1, grandparents are 5'4, 5'9, 5'3 and 5'3.
