Moped doesnt move when rev it off the stand?

i have a 50cc moped, and the drive belt snapped, i have replace the drive belt and clutch shoe and clutch bell, and when i rev it when its on the stand the wheel moves fine. But when i take it off the stand and try and rev it, it feels like its trying to move forwards but has no power to do so. does any one no the problem??
