Is it possible for a telephone company to use both copper wire and fiber optics?

There is a new ISP in my area. They say that they offer speeds of 16mbps. The ISP replaced another ISP which used copper wire and provided DSL. I know that DSL can't give speeds of 16mbps Will the new ISP function with copper wire or something else like fiber optics? Maybe a combination? Is this even possible? (the ISP isn't cable)
